Many utilities have taken initial steps to comply with the new North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) Standards aimed at protecting the electric power grid from cyber attack, but most have found that they are not fully NERC CIP compliant, and there is much work to be done.
The eight CIP Reliability Standards, CIP-002 - CIP-009 approved by the Federal Energy Regulatory Commission (FERC), have been adopted as federal regulations. A very tight compliance timeline is in place, starting in 2008. A successful NERC CIP compliance effort avoids the penalties for non-compliance when audits begin in 2009 (including up to $1 million per violation per day and public posting of the violation) and helps avoid the risk of substantial liability when a company is found to contribute to reliability issues with the bulk electric system.
